- Problem: we have to estimate or guess m, a fixed, unknown population parameter.
- If the population is small, just take a census?
- If the population is large, take a sample and use x-bar as our best guess.
- However, since we are working with a sample, we have to quantify the uncertainty,
or sampling error, associated with our guess.
